Carlos is an Electrical Civil Engineer and holds a Master’s degree in Engineering Sciences from the University of Chile. He is the founder of SPEC, a consulting firm specialized in energy markets, and co-founder of the energy simulation platform AMEBA (www.ameba.cloud). With more than 15 years of experience in the sector, he has advised leading companies, investment funds, and public institutions on strategic decision-making in contexts of high renewable penetration and decarbonization.
For over 12 years, he served as a technical, economic, and regulatory advisor to the Chilean Ministry of Energy, playing an active role in the drafting of key legislation such as the Energy Transition Law, the Energy Storage and Electromobility Law, and the new Transmission Law, among other sectoral reforms.
A specialist in the development of advanced mathematical models for power system analysis, Carlos has led multiple studies on price forecasting, investment optimization, regulatory analysis, and portfolio structuring across energy markets in Chile and Latin America.
In addition, he is a co-developer of AMEBA, a world-class simulation platform used for long-term energy planning, price forecasting, transmission expansion, and public policy support. Today, he leads SPEC, supporting more than 160 clients in risk analysis, investment evaluation, and decarbonization strategies, consolidating his role as a recognized technical reference in transitioning electricity markets.
